Other than that step, I did everything exactly the same as described above, and for some reason the WLAN driver decided to start working again.

More likely the IP stack on the driver is dropping corrupted packets or something similar and it is actually receiving the packets, but dumping them. I need to be sure that L1 and L2 are being maintained and not dropped without windows telling me.
